Not quite, they still use the candied orange peel, nutmeg, ginger, cloves and allspice. They just don’t add the raisins and cinnamon.

I’m inclined to agree that a “hot cross bun” must be a spiced sweet bun made with currants or raisins marked with a cross on top.

Except snowflakes have decided that “sweet” is optional, “spiced” can be interpreted and “raisins” offend them. Which is why you can buy gluten free, diary free, vegan hot cross buns without cinnamon and raisins.
