Could be vandalism, but it is also just maybe dumb luck. Concrete is such a weird beast. It gets stronger with age, but some cement also goes more brittle. It looks like the fixing part was quite small and it may be got a small push or nudge or the neighbourhood cats serenaded from the bench. Either way, it could have been a small push to break that off at the right time.
Would it not make more sense to perhaps just remove it than have it repaired or replaced?

Yeah, going to remove it and hopefully the lady who is purchasing the place won’t complain. I’m hoping it’s not seen as a permanent fixture.
If she does notice and does complain or explain that it’s a fixture or was part of the house/property just be honest and explain to her. It somehow broke and thought it best to save her the trouble and have it removed.
If an offer to purchase was signed however, she could insist that it be replaced. You’re responsible for keeping the house insured and in the same state as it was when the OTP was signed until the transfer goes through.
Best might be to notify her of this now and see if she wants it replaced or if it is ok to just clear it out. Could spare some uneasiness later on.
