Does the game take into account real world weather conditions in the respective areas?

It does. Or rather, it can if you want it to. You can set whatever weather conditions you’d like to fly through; choose a default fixed weather condition - clear, light cloud, etc; or select real time live weather and time.
A few weeks after the PC release last year, there were a whole host of flight simmers who flew through and around the CAT 3 Hurricane Laura as it made landfall in the States.
All the weather and time of day settings can be changed, literally, on the fly.
