It is if there is either an existing sectoral determination agreement or bargaining council agreement in place - typical in retail and hospitality industries for eg.
Otherwise, it is only legal if there is prior agreement between employee and employer, and the employee is properly compensated for the time worked on a public holiday. Thats usually double pay.

I was gonna say our guys on standby and the handful that I know are working to get a project launched on wednesday next week will be doing OT but they are compensated by the client - we charge the client 2.5 times their usual hourly costs. And then the client cannot complain, since they were the holdup by not giving us access afor a full month
