I agree that there’s a lack of pace in the Williams, but don’t think it’s as dire as that. Maybe in race conditions it could be a problem, but @Sweepslag is right too though - they are still playing catch up. Two days ago a lot of the field was in the mid to low 1:18s, and we know the Williams is capable of that from Russell’s 1:18.130 yesterday (and with his 140 laps yesterday as well, there’s reliability there too.)
I think the 1:20s today suggest they’ve moved onto a race simulation programme and are fuel heavy and tyre testing on longer runs, with consistency more the focus than outright pace.
What would be really very cool (seriously, it’d make my week) is if they throw absolutely everything at a pure speed run in the last 15 minutes of the day - C5 tyre it, fuel it for an out lap and one flying lap, so what if he runs out of fuel as he crosses the line and has to coast to T1. Just go hell for leather, balls to the wall and crack a time in the 1:16s.

Very quiet afternoon session so far. Everyone seems to be doing long runs and other boring test work. Hopefully in the last hour or so, the glory runners will be out in force.
Vettel was sidelined by an electrical issue, and that is apparently that for Ferrari. They will not be coming out again today, so their pre-season test is a wrap.
