Yes and no. The lockdown is enfroced more strictly in some places than others.
I also think people try to avoid grocery shopping too often because the queues are a pain. So when we go out to buy food, you buy for a week or more (depending on how long fresh food lasts in your house).
So while in theory people can go out to buy essentials daily, in reality they don’t. Whether out of fear, consideration, or respect for the requests from government to stay at home as much as possible.
The reality for the smokers I mentioned before is different. In theory they could stock up for a week at a time. In reality, they won’t and will go to the shops every day.
So government forced people to stock up on their smokes by banning them.
The problem is that they told people to stock up for 21 days and now plan to extend the lockdown. They have to show some consideration and respect for those who trusted their word now…

Wootware and Titan-Ice are delivering.
They have decided to read the lockdown regulations more permissively in terms of what items may be classified essential ICT equipment.
Maybe it comes back to bite them after the lockdown, but I doubt it. We’ve written about Wootware, but otherwise there isn’t a lot of mainstream noise about them.
Ninja edit: Rebel Tech and Nuclear Tech / Flashgear are also still selling and delivering, but only specific items to others who are also classified as essential service workers.

I get the logic, but the flip-side to that coin, a counter-argument if you will, is that people with a dependence on nicotine will go out of their way to find their fix (illegal ciggie trading is booming and people are moving in unregulated ways, which contravenes the lock-down), and now’s probably not the best time to inadvertently encourage this behavior.
So basically, people are still moving to find their contraband which is a risk as far the pandemic, but also, they’re losing money to a spiked illegal trade.
At the very least, if ciggies weren’t banned, they could’ve potentially put some restrictions (i.e. only buy with groceries, or some other arbitrary constraint, etc). Basically, have the ciggie-buying happen in a controlled manner within the confines of the law and the lock-down. Now? It’s still happening, but in a riskier, illegal manner.
Listen, no solution to this is bullet proof, and humans are still chancers, but I don’t think forcing an abrupt cold-turkey detox was the way to go.
